The Force in the Sinai is supported by MFO direct hire civilians and expatriate and Egyptian contractor personnel. The MFO direct hire civilians, from various countries, play a vital role in procurement, contracting, morale support, secretarial services, and legal and financial functions. They are supplemented by a number of Egyptian specialists in areas such as finance and information systems. In addition, the Force Exchange and the libraries are staffed with civilians.
Also key to the smooth functioning of the Force is the work carried out by the support services contractor. Holmes & Narver Services, Inc. (HNSI) has been the sole, prime contractor to the Multinational Force & Observers since 1985. HNSI is part of AECOM Government Services, Inc. with corporate headquarters in Orange, California.
HNSI provides management and manpower for facilities maintenance, utilities operations, food services, fire services, laundry, custodial, and club system operations for the two main camps and thirty remote sites. HNSI also provides manpower, under MFO supervision, for vehicle maintenance, supply operations and a number of other disciplines, primarily administrative in nature. The HNSI workforce consists of expatriates augmented by our Egyptian subcontractor, Care Services (CS). The expatriates reside on the main camps, while Egyptian personnel live on the local economy near either El Arish or Sharm el Sheikh. Approximately two-thirds of the HNSI/Care Services work force operates from North Camp and one-third operates from South Camp.
